If you don’t have a sailboat, you can get there by train or bus (49 from Colombo, 45 from Kandy, 835 from Anuradhapura, 48/49 from Polonannawura, or 88 from Jaffna to name a few lines. If that’s not an option for you my advice would be to carry some cash from home so you can exchange this at the airport. When we were in Sri Lanka (February 2017), €1 was around 160LKR and $1 was around 150LKR.As the exchange rate varies this may be different now.
